Intuitively Obvious To The Most Casual Observer: it is most often used in environmental assessments where it was first coined by a well known environmentalist but if I name her the definition will be rejected. People have been known to use it ironically, but that's not the norm.

"It's I.OT.M.C.O. that if you clear cut that land, the native animals would suffer the loss of their habitat"
