Actually Kuroneko-SAMA, this literally means "Black Lord of Cats". He is really a basic comic relief, and can be seen everywhere, from a beer bottle lable to being shot from the sky.

Kuroneko (lit. Black Cat) is a Discord anime bot with a wide variety of commands. It can also be substituted for "Great Goddess" since Kuroneko-sama is a goddess!
