A cheap brand of clothes with little style could be described as 'scratty'. A tacky town or city could be branded 'scratty'.
1: "Have you seen Dave's new car?"
2: "The B reg metro?"
1: "Yeah."
2: "Yeah, it's scratty."
1: "Dude, scratty Anne has a new hair do, have you seen it?"
2: "Yeah, looks like she cut it herself."

Used to describe something your tall, skinny, awkward friend would do. Usually refers to things that would be stupid or dorky when done or used by the average person, but has a sort of ironic coolness when the right person (i.e., Scratz) gets involved.

The whole of EAST london, especially the dwellers of this vile part of london, If you ever have the misfortune of visiting the stratford mall you will understand!! Its like a ghetto, along with the animals who inhabit the place.

She is a psycho who stalks people and should have a restraining order against her. A Scratty Hannah will act like she is billy big balls when she has her group of equally scratinal friends around her but we can all hear your voice shaking little girl sit back down. A Scratty Hannah has no shame and is also very narcissistic. You will know when a Scratty Hannah is about when you hear a whiny voice and when you see that all the stitch merch from primark has gone missing. You will also know when a Scratty Hannah is about because she resemble a grey squirrel she always has a backpack, probably harbouring her seeds and nuts.
