The act of gently pinching and plucking at the skin on a cat's scruff.

I'm just bockinoing it. My cat likes being bockinoed. I've bockinoed pretty much every cat I've come into contact with since I was about 3 or 4 years old... in fact, it was the first word that I ever made up.
