Degunetization

A proposed government policy involving-
1) Banning the manufacture of guns and bullets for civilian use and confiscation of all civilian guns.
2) Strict enforcement of the above and heavy penalties for non-compliance.
3) Rewarding the families from whom guns are recovered with a voucher that provides one free cappuccino every day for one year in selected coffeehouses.

Can the government consider degunetization to fight gun crime ?
