Today, it is a person who is proud to be stereo-typically southern in every way, except they have pulled their head out of their ass and don't agree with full right wing agenda. Term maybe claimed proudly or used as an insult.

The new type of dixiecrat (old-time racist democrats who were often members of the KKK) who try to sound as if they feel sorry for people of other ethnicities, but end up simply repeating the words of the KKK and white supremacists in nicer fashion.
The neo-dixiecrat told us that showing up to work on time and getting good grades were white privilege, a sneaky way of saying they believed people of color are lazy and stupid.
