Combination of FOB and Starbucks
A Starbucks staffed by "fresh off the boat" immigrants (esp. Asians-Americans), in constrast to most Starbucks which are staffed by White hipster types. More common on university campuses because visa restrictions restrict international students to working on campus.

This fob-bucks isn't as good as the Starbucks off campus
