It is used when expressing extreme disappointment, frustration, etc. The word went from only being popular in middle-aged English speaking Asian groups to being appreciated by a wide range of people because of recent viral videos on Youtube by Uncle Roger, a persona created by an Malaysian British comedian, Nigel Ng.
