A person or character who, whether purposefully, or by accident, exhibits characteristics (physical or otherwise) usually associated with a pantomime villain. And could seem to have a particularly sinister interest in children.

Dave looks like the child-catcher in Chitty-Chitty Bang-Bang. He's such a panto-pedo!
