Its a brazilian slang for "nigga" but black and white/latino people can say it normally because in Brazil, "nego" its not a "racist" word.
Its more used by people from Bahia (Bahia is one of the 26 states of Brazil).
Nego with h (negoh) is used as a meme.
Nego is for guys and nega is for girls.

A Brazilian word = "Nego" can be used as an endearment and, sometimes, as a generic reference to someone, not necessarily to a black guy.
But it is not a general use, it is restricted to certain circles. (most said by people from Bahia).
