A person who pays more in taxes than the benefits they receive from the government.
Guy1: You know Bob keeps complaining about paying taxes. He should be honored he's serving the community.
Guy2: well technically he's a Net Taxpayer. Not some welfare leech. So he is an actual, contributing member of that community. Not someone who receives tons of services and barely pays back.

What began as a taunt for those with anything contrary to say about President Trump became an admission of not being an actual supporter of the second amendment. Closet gungrabber.
I was amazed at how that one guy said "sorry your girl lost" and then immediately went on saying how nobody needed a bump stock or a suppressor.
