A word use normally means did you remember to bring substance '(?)'. These days with cell phone taps and public phone calls on the train or whatever, you cant always use street/common words. Especially good when at work so you sound like your on a work call.

Cooked is a term for someone to politely refer to a Junkie who has lost all self control, they are usually the ones caught on video getting a fight over traffic, in shopping centres walking around not buying anything, picking up cigarette butts on the street, walking around in a T Shirt and Shorts in Winter, many more traits.
It used to refer to pot smokers being stoned but now its more the Ice/Meth/Shabu users who are just lost in their habit
Cooked Dude: Drives over a foot path, down the curb and around the corner crashes in to a power pole in middle of the day.
Bystander: What the F is wrong with you, are you cooked bro?
Cooked Dude: Ohhh errrr, ummmm yeah, ahhhhh
Are you cooked? is more rhetorical and derogatory in nature implying that someone is a mess, and their life is consumed in drugs.
