Someone from the outskirts of Liverpool. If you don't wanna be nasty about it, a nicer way of saying woolyback is Liverpolitan.

Liverpolitan

A native or inhabitant of the Liverpool City Region (Liverpool, Halton, Knowsley, Sefton, St Helens, or Wirral). Not to be confused with a "Scouser" or "Liverpudlian", who is someone from the City of Liverpool proper (within the administrative boundaries of Liverpool City Council).

The word 'Liverpolitan' fell out of common use some time between the 18th and 20th centuries and was succeded by 'Liverpudlian'. In the 18th Century, a Liverpolitan was merely a status enhancing way of referring to someone from Liverpool. Nowadays, a Liverpolitan is anyone from the Liverpool area from Southport to Speke from Hoylake to Haydock.

"Lesley was born in Widnes. She's not a scouser, she's a Liverpolitan."

"Andy calls himself a Liverpolitan because he was born in Southport. His parents were born in Anfield and call themselves scousers."
