In plain English: Any prime and mature woman seeking or prowling for younger men.
The term Cougar was coined to any woman seeking a youger man. Like the animal of the same name, they constantly hunt for fresh meat they can sink their teeth into. Cougars tend to seek energetic guys that are mostly vulnerable.
Many guys would have wished that their cougar counterparts would have baby sat them so they could have lost their virginities at a way younger age, without the fear of mommy or daddy knowing it.
One prime example of a cougar is Mary-Kaye Letourneau.

I am reeling. I am 29 years 4 months old and I just got called a cougar for the first time! I have NEVER dated a man younger than me in my entire life. I simply, moved 2,000 miles away to a new town for a new job due to the horrible economy...And given it is that I have no friends, I went to the bar by myself to have a few drinks. I am the type to talk to anybody, and the people next to me at the bar happened to be a group of 22 and 23 year old men. I was friendly to them and enjoyed a few hours of good conversation, but I made NO advances. The men made advances on me! I turned them down because I am not interested in dating a younger man. And the young fellow labled me a Cougar on his frickin Twitter Page. I am floored.
I must be a new example as I was labled a Cougar. Im 29, athletic, hot, classically dressed, friendly, confident. But I'm not at all rich. I have a very successful career but am reeling in debt from my 7 years spent gaining higher education and my year of unemployment. So I do not appreciate being looked at as a sugar mama.

An older woman, usually with abnormally large breasts and a very small waist looking to get some action from a defenseless young male. Cougars usually range from the ages of 35-55 and can be vicious creatures out to end puppy love relationships. Cougars dwell in small, dark, high class bars in downtown settings where they can quickly sneak up on their prey, rendering them defenseless. The night usually ends in waking up next to the cougar after a night of sexual escapades to her child getting ready for school. Beware of cougars, beware.
