A political stategy to remove or severely limit enforcement of provisions in the constitution that generally provide more freedom and liberty and rights by selectively enforcing provisions in the constitution that protect the rights of minorities and disadvantaged and basic freedoms of all. Also to knowingly appointing judges that will remove or severely limit provisions in the constitution that protect citizens, by writing absurd strategic legal opinions that misinterpret the constitution and to take provisions from the constitution out of its present-day context. so political, economic and social justice is perverted in favor of special interests.
Technically this strategy of deconstitutionalizing government can be done legally by directly changing the constitution, however, it is rarely done, mainly because taking away constitutional rights is highly unpopular.
Typically provisions are added to the constitution to give more rights and to remove loopholes.
Deconstitution is much like the political strategy of deregulation for nefarious purposes, such as to allow negative externalities and consumer fraud which hurt people in favor of special interests.
In most cases, the Constitution is clear and concise with regard to basic rights and freedoms. However, there is a major effort to promote the deconstitution of government so that politicians have the freedom to do what they want to whoever they want.
To have reduced something substantially, to the point where said thing is no longer sufficiently complete to be considered to be that thing, prior to an action's being performed to reconstitute it.
Note: Reconstitution may require a single simple step (such as adding boiling water), or a complex plurality of steps, but the potential for returning said thing to its original form must have been intended for deconstitution to have taken place. If reconstitution was not intended, then the thing was merely destroyed/consumed/ruined etc.
