Also race-baiter;

1. One who baits a racial group;

2. One who baits anyone using racially-inflammatory issues or stereotypes.

It does not mean "one who makes a claim of racism that is believed to be dubious."

Saying that one is making a dubious claim of racism when the claim may involve racism is race-baiting.

Janet, in what looked like the action of a race baiter, posted an article, out of the blue, about a 20 year old black man who had committed a horrible crime. Her intent was to incite anger at black people.

Race Baiter

People on internet forums (but not limited to forums) who use racial issues to start an argument. By playing the race card and / or creating volatile race issues that really don't exist so they can increase post count or potentially draw someone into an argument in hopes of getting them banned.

Scotty: I can't believe that cracker coach Rod Marinelli cut Charles Rogers from the Lions squad! Watch him replace C-Rog with a white wide receiver.

Lion Fans: Shut the fuck up Scotty - you're such a race baiter.

One who insinuates that racism or bigotry is a dominant factor with regards to an event that either does not involve race or in which diverse cultures are involved are simply a minor element.

Not race baiting (race was a primary factor): The U.S. Civil War was fought by white supremacists who wanted to maintain slavery.

Not race baiting (statement of facts): A white kid and a black kid got into a fight at school today.

Race baiter (insinuating race): A person of color was abused by a white at school today, just another day in the U.S. of K.K.K.A.

Term often used as a smokescreen to suppress any legitimate discourse on the state of race relations in the United States or to deny the existence of racism in some form.

A reporter was accused of being a race baiter for suggesting that some, not all, of the criticism of President Obama is motivated in racism.
