The act of dwigging almost always involves long and uncertain timelines that accompany speculative goals. The involvement of NASA and other government agencies such as the EPA are common causes of delay, along with the laws of physics, and basic project management flaws. All these things result in an indefinite state of "almost done"ness.

That car has been completely dwigged. They've been working on it for over two years and it's still not done.
