He's an English Vocaloid (I'm English too, yay) who is twelve years old, and has a number of messed up songs. He has platinum hair, which is sorta long, an old-fashioned navy coat, a white cap, a bandage over one eye, one of his legs and probably his arm, IDK.
Overall, he's a great Vocaloid :)
And he has a bird! How cool is that?!

A twelve year-old engloid/vocaloid made by Power FX. He's British and looks like a rejected horror movie character, with a voice bank that sounds like a rejected, English, Teletubby. His design is made to be a young, caucasian, boy, with short/platinum hair, having a single amber eye. He's dressed in a sailor-boy uniform and had a bandaged right eye.

Vocaloid (ボーカロイド, Bōkaroido) is a voice synthesizer software product. Its signal processing part was developed in 2000 by a joint research project led by Kenmoichi Hideki at Pompeu Fabra University in Barcelona, Spain, and was not originally intended as a fully commercial project.1 Backed by Yamaha Corporation, he developed the software into the commercial product "Vocaloid", which was released in 2004. Many well-known "Vocaloids" include Hatsune Miku, Len/Rin Kagamine, Luca, Meiko, and Kaito.
Sounds great, but now and for over a decade, it's been a breeding ground of douchey 9-year-old cringe-ass losers. My favorite thing about Vocaloid is the song, "Magnet", which depicts Luca and Miku as lesbian lovers, despite the fact that Luca is 20 and Miku is 16, making the relationship pedophilia.
